Charge Current Limits Not Working - "hwmon3/maximum_battery_charge_rate`: Permission denied"

It seems like the actual sysfs interface has changed too. I've made the change to align it with the new limits, but I don't see any indication that it actually does anything.

This is likely a duplicate of #144 -- SteamOS is overriding some settings after PowerTools sets them, in some circumstances

Errors on changing CPU clock speed above 3.5GHz, PowerTools also tries to set max CPU Freq when only changing GPU speed

The actual error seems to be related to #123, but I'll look into why it's being spammed
