Implement IIrSensorServer GetNpadIrCameraHandle (#663)

* Implement IIrSensorServer GetNpadIrCameraHandle

Resolves #618

* Throw ArgumentOutOfRange instead of IOE

* Revise for changes in later firmware

Based on RE work from 6.1.0
