NvHostChannelIoctl: Implement setter for SetSubmitTimeout, SetPriority and SetTimeslice (#747)

- Implement accurate setter for SetPriority.
- Implement accurate setter for SetTimeslice (close #666).
- Implement basic setter for SetSubmitTimeout (close #678).

(plus some comments and a missing `PrintStub` call)
