Index constant buffer vec4s using ternary expressions. (#1015)

* Index constant buffer vec4s using ternary expressions.

* Remove indexed path.

We determined that it had negligible impact.

* Revert "Remove indexed path."

This reverts commit 25ec4eddfa.
