CPU / GPU causes Memory speed lock to 400MHz on LCD #146

Expected Behaviour

Enable CPU / GPU Frequency Limits min / max to any range 1400 to 3500 / 400 to 1600.

Actual Behaviour

Memory gets downclocked to 400MHz when Downclock Memory setting is disabled; enabling Downclock Memory and setting to Maximum 800 MHz has no effect. Results in worse performance, about half the fps.

Steps To Reproduce

  1. Enable CPU / GPU Frequency limit, change min or max value from stock 1400 to 3500 / 400 to 1600
  2. Gamescope overlay shows VRAM 400MHz

Anything else?

LCD, SteamOS stable, overclocked Micron RAM

Instead of removing those quirks, does adding the "pp_dpm_fclk-static" quirk make it work better/properly?

Great, thanks for testing! I've changed the limits server to reflect that quirk change, it might take a day to get out to everyone.
