CPU 100% load when changing frequency of CPU / GPU #149

Expected Behaviour

CPU doesn't spike when changing CPU or GPU frequency

Actual Behaviour

Opening slider and changing a frequency for CPU or GPU and I see immediate spike in CPU consumption (2W to 10W).
It lasts until I close the slider.
I observed that changing frequency didn't work.

Steps To Reproduce

  1. Open Powertools v2.0.0 with decky
  2. Change cpu or GPU frequency
  3. Observe steam deck cpu is going wild

I can't reproduce this.

If you're talking about the CPU spike when moving the slider with the directional pad, that's expected -- you're spamming the CPU/GPU with commands for a moment.

If you can reproduce this on the stable branch, please provide more information, logs, and the settings profile and I'll investigate further.
